In June, 2024, the Park Hill School District submitted a Request for Proposal (RFP) for five lines of coverage of the employee benefit program in order to secure benefit carriers and funding options effective for a January 1, 2025 renewal date. The school district last bid these programs in Summer 2021.
The budgeted costs of the employee benefit program in 2024-2025 is $13.9 million.
Currently, the district contributes $8,590 annually per eligible employee for the employee benefit package. The district agreed during the teacher negotiation process to fund a 5.0% increase in the employee benefit program for the plan year 2025, which will increase the annual contribution to $9,020 per eligible employee.
The district received proposals from the following carriers within each line of coverage:
Dental: Medical: Blue Cross Blue Shield of Kansas City (Current) (three carriers declined to quote)
Blue KC (Current), Delta Dental of MO, Guardian, Lincoln, MetLife, Sun Life, The Standard
Vision: Delta Dental of MO, EyeMed, Guardian, Lincoln, MetLife, The Standard, VSP (Current)
Basic Life/Voluntary Life/AD&D: Guardian, Lincoln, MetLife, Mutual of Omaha, New York Life, Ochs (Current), Reliance Standard, SunLife, The Standard, Unum
Section 125: AmeriFlex, ASI, Inspira Financial, P&A Group, TASC, Tri-Star (Current), Wex
Proposals have been analyzed by district staff, members of the district Insurance Advisory Committee and the district’s benefit consultant (CBIZ), using the following parameters:
Competitive Pricing: What is the overall cost of the benefit to the district and employee? What are the short-term costs, potential long-term costs?
Benefit. What is the scope of the benefits being offered and how does the plan design change from the current plan?
Network of Providers. Based on plan usage history, does the network of providers (hospitals, doctors) within the plan represent providers that district employees use and prefer? How many employees would be required to change providers if moving to a new plan (crossover)?
Employee Wellness Initiatives. Do the carrier/TPA/consortium incentivize preventive care and employee wellness initiatives in order to avoid the possibility of larger claims?
Administration of Claims. Can the carrier/TPA/consortium provide reliable, consistent and fair administration of claims? Does the carrier/TPA/consortium have data/technology systems that reliably integrate employee data, receive premiums, and that can provide datasets back to the district for analysis?
The district has also worked with top providers in order to find efficiencies within the proposals and lower district costs.
The evaluation process has been completed and the team has identified the best proposals.
