Provide Background Details and Rationale: The purpose of Northland Center for Advanced Professional Studies (Northland CAPS) is to provide high-school students with hands-on, real-world work experience while enhancing workplace readiness skills. This innovative approach to education is designed to fully immerse students in a profession-based learning environment. Students will develop profession-based proficiencies by working in authentic business situations to develop meaningful projects. In addition, students will gain 21st Century skills, including problem-solving, time-and project-management skills, business ethics and self-discipline. The educational program is a cooperative venture between the Excelsior Springs, Kearney, Liberty #53, North Kansas City Schools #74, Park Hill, Platte Co. R-III, Smithville, and Lathrop school districts. Lawson school district will be joining for the 2019-2020 school year. The Board of Directors determine from time to time the amount of tuition, by participating school districts on a per pupil basis. Tuition shall be the responsibility of the student's home school district. Payments for tuition are paid in full on or before August 1st for the upcoming school term.

The attached Memorandum of Understanding (MOU) establishes a collaborative partnership between the Park Hill School District and the Northland CAPS Board of Directors. It's purpose is to declare Park Hill's commitment to join the Northland CAPS partnership. Partners who approve the MOU are agreeing to support the development of programs and help identify and enroll students in the Northland CAPS program. Programs will be designed, implemented, and monitored by the Northland CAPS Board of Directors under the by-laws (attached). The term of the MOU is for a period of 3-years beginning upon approval and execution of the document.
