Provide Background Details and Rationale: Wet weather has impacted the construction schedule of the district's Support Services and Transportation Center.

This change order will provide authorization for Epic Concrete, the concrete contractor for the Support Services Center, to perform additional work to enable them to pour the floor of the building with the wet weather conditions.

Epic will need to remove the saturated, unsuitable soil and replace it with gravel so they can pour the concrete. This work is needed to keep the construction moving forward to successfully complete the building close to the target date of November 21, 2019. The significant precipitation over the past few months has caused this adjustment.

Policy DJF provides language for purchasing in Emergency situations, as follows: Unless prohibited by law, the superintendent may waive the requirement for competitive bids or proposals when he or she has determined that there exists a threat to life, property, public health or public safety or when immediate expenditure is necessary in order to protect against further loss of or damage to property, or to prevent or minimize a serious disruption in services. Emergency purchases shall be made with as much competition as is practical under the circumstances and will only be utilized for purchases that are necessary to alleviate the emergency.
Provide Funding Source and Estimated Cost: Proceeds from April 2017 No-Tax-Increase Bond Issue. The work will be completed on a time and materials bases. The District will only be charged for the hours and materials used not to exceed $167,877.
